Here is more details from yesterday (28 minutes):
 
Linux Command Line on Windows

The points I picked up:
 
- run linux app only in user mode
- run linux app only in command line
- it is not a virtual machine
- focused on Web development
- currently only in beta
- based on ubuntu 14.04, (16.04 in 3 weeks)
- advantages over VM/Container: not separated from Windows app.

My feeling is the values are very limited.

No, because the GPL has a clause that allows programs to link to libraries provided with the operating system.
